About the Position: This is a Program Manager, GS-0340-13 position with the U.S. Army Corps of Engineers (USACE), Southwestern Division (SWD), Fort Worth District, Programs and Project Management Division. This is a permanent and full-time position.
Duties
Manage the efficient and effective coordination and accomplishment of the planning, scope, development, and direction of major Civil Works projects within the Fort Worth District.
Serve as Program Manager responsible for the overall management, control, coordination, and execution of assigned civil works projects.
Implement Government decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
Participate in programming decisions affecting long and short-range courses of action for assigned projects where Fort Worth District customers need this support.
Coordinate the program planning, design, and implementation of competitive and non-competitive acquisitions through source selection processes for Fort Worth District programs of varying scope and complexity, as required.
Control and manage project milestones and budgets from planning through project closeout.
Allocate project funds to District elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Represent the Fort Worth District and serves as the Government's primary point of contact for assigned projects.

Specialized Experience: One year of specialized experience which includes: 1) leading civil works, military or interagency and international support type projects that include planning or Preconstruction Engineering and Design (PED) or construction phases; AND 2) establishing project scope and criteria; AND 3) managing project milestones and budgets during the life cycle of a project; AND 4) developing comprehensive management plans to guide project execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
