Duties

Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures. Performs financial management reviews and evaluations for assigned areas of responsibility. Researches and resolves operational and procedural problems encountered during daily Accounts Maintenance and Control Operations including analysis of interactive systems. Determines need for and develops changes required to regulatory and systems documentation utilizing a wide breadth of financial expertise, knowledge of governmental financial management requirements and originality. Analyzes and evaluates issues and requirements, develops recommendations, and proposes new or changes to guidelines, procedures, and or internal controls to resolve problems and issues of effectiveness and efficiency of work operations. Participates in the design of tests and evaluations, analyzes data, and evaluates operational implications of statistics generated from the data. Participates in the development and makes recommendations for modification to systems and programs. Documents planning and programming decisions. Identifies operational requirements, assesses impact on assignments, and develops recommendations for changes and revisions as appropriate. Participates in the work of the team, coaches and facilitates the selection and application of problem solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience: analyzing financial and accounting activities, processes, and business practices in order to recommend process improvements; performing statistical studies on survey and report data to improve work operations; and reviewing financial/accounting systems to assess their efficiency/effectiveness. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
