The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Medical Administration Officer. The Supervisory Medical Administration Officer will function in Patient Care Administration Service. The incumbent acts as the Administrative Offer for assigned clinical administrative support for areas under AC&P.
Duties
The Supervisory Medical Administration Officer duties include, but are not limited to:
Oversees daily operation of AC&P Outpatient clinics within the Patient Care Administrative Service.
Provides counseling or feedback on performance and disciplinary issues to improve or maintain employee performance.
Evaluates training needs of subordinates to encourage growth and career development of employees
Assigns work to subordinate employees based on priorities, difficulty of assignment and capabilities of employees
Develops goals, standards, performance plans and performance appraisals for subordinates
Manages change and direct change management activities
Develops, implements and manages strategic, short and long range plans
Anticipates problems and develop systems and processes to ensure the goals and mission of the VA are able to be met
Interprets, develops and implements administrative local policies and national directives.
Work Schedule: Monday-Friday 7:30am- 4:00pm

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the mission, organizations, programs, policies and procedures in various administrative area; i.e., budget, personnel and procurement. Leading various projects, compiling and tracking workload, addressing issues that may occur. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or Legum Baccalaureus (LL.B.) or Juris Doctor (J.D.), if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. For example, an applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical Effort may be required.
