This HR SPEC (EMPLOYEE BENEFITS) is located in the Human Resources Office (HRO) and is part of the CA JFHQ J1 HRO.
Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the HR SPEC (EMPLOYEE BENEFITS), GS-0201-9/11, is to provide technical, procedural and evaluative assistance in the area of employee benefits for both Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system.
Qualifications
HR SPEC (EMPLOYEE BENEFITS), GS-0201-09 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience providing technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc; Experience developing and carrying out specific projects to accomplish the technical support mission of the Human Resources Office; Experience advising supervisors and employees on regulatory requirements of the programs and develops instructions; Experience reviewing and interprets policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies for applicability to activities serviced.
HR SPEC (EMPLOYEE BENEFITS),GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience managing and administering a variety of personnel programs, advising management and counseling employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA); Experience administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act; Responsible for the administration of the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS); Experience providing technical guidance to the worker(s) performing this function; Responsible for the administration of the Worker's Compensation Program for the state and ensures that the program objectives and goals are met.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.

Substitution of Education for Specialized Experience:
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
