Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL), GS-0201-11, is to provide comprehensive labor relations, adverse action, disciplinary services, and employee relations case management services related to conduct, performance, attendance, and dispute resolution.
Qualifications
HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL), GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience providing management advisory services concerning labor and management relations issues arising from decisions involving Human Resources issues; Experience training supervisors in the provisions of negotiated agreements and other aspects of labor management relations; Experience developing cases taking into account the relevant laws and policies to ensure that proposed penalties promote the efficiency of the agency.

Education
Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree
