Duties

As an Operations Support Specialist (Management and Program Analyst), you will be responsible for the following duties (If selected at the GS-12 level, duties will be performed in a developmental capacity): Support the DLA Plans Executive Directorate staff. Develop, initiate, and implement policies and procedures as assigned to achieve the goals and objectives of the organization to meet the DLA Director’s Strategic Plan. Perform systematic analysis and evaluation of performance and processes aligned with DLA Plans Executive Directorate to identify inefficiencies and opportunities for innovative improvements. Responsible for complex special projects or recurring actions which encompass multiple functional areas with shared responsibilities. Collaborate with senior analysts to plan, manage, and coordinate processes of complex, varied objects and programs aligned with strategic initiatives. Coordinate with stakeholders and senior officials to consolidate findings and assist in the development of materials to effectively communicate goals and objectives across the agency.

Qualifications

To qualify for an Operations Support Specialist (Management and Program Analyst), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12: Participate in large scale logistics projects of major programs in support of organizational goals and objectives; Assist in the evaluation and study of organizational performance; Propose technical advice and guidance for consideration towards the approval of enterprise-wide policies and procedures; Knowledge of and experience with administrative policies, precedents, procedures, accepted practices, and regulations which govern military and civilian personnel operations support; Experience with the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems. GS-13: Manage complex projects to evaluate the effectiveness and efficiency of major programs in support organizational goals and objectives; Administer multi-faceted, systemic research of organizational processes; Develop administrative, operational, and technological strategies to implement in enterprise-wide policies and procedures; Expert level knowledge of and experience with administrative policies, precedents, procedures, accepted practices, and regulations which govern military and civilian personnel operations support; Extensive experience in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
