Duties

Supervise a staff of Resource, Budget, and/or Financial Analysts engaged in formulation, analysis, integration, justification, presentation and execution of worldwide DeCA programs, budgets, operations and performance metrics. Serve as a multi-disciplined expert in concepts, methodologies, policies and procedures of the various DeCA funds - Working Capital (revolving fund) and Surcharge Collections (a trust revolving fund). Expertise is required in legislative and regulatory restrictions, formulation and defense of program and budget requirements, preparation of program and budget exhibits, and comprehensive analysis of DeCA operations. Consolidate agency Balanced Score Card (BSC) metrics, criteria, and other performance parameters.

  • This is a Financial Management Level III Certified position of the National Defense Authorization Act of 2012. Incumbent shall comply with the requirements of this certification program.

Qualifications

In accordance with the General Schedule Qualification Standards for Administrative and Management Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN, applicants must possess at least one year of specialized experience at the GS-13 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector. Additional information is available in the Group Coverage Qualifications Standards. In addition to meeting the qualifications outlined above, you must also meet the following requirements: Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501) Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-13 (or equivalent) level to be eligible for the position by the closing date of the announcement. Examples of specialized experience include: Serving as a Subject Matter Expert in Federal and DoD Performance Metrics/techniques such as the Balanced Score Card (BSC) and President's Management Agenda (PMA). Receiving and distributing budget authority including: obligation authority, reimbursement authority, contract authority and cost authority to program managers consistent with statutory constraints, command policy and OMB/OSD guidance. Formulating, developing, and presenting budget estimates in support of multi-year operating program goals as well as integrating programming and budget documents.
