This position is located in the Office of the Chief Financial Officer, National Finance Center, Administrative Management Staff (AMS), Security and Planning Office in New Orleans, LA.
The incumbent will conduct planning and development of policy and programs that ensure continuation of OCFO processes, activities, and efforts during a pandemic event.
Duties
Conducts planning and development of policy and programs that ensure continuation of OCFO processes, activities, and efforts during a continuity or emerging event.
Participates in developing an action plan to reach performance measures and track results.
Assists in the facilitation of Continuity of Operations training sessions.
Participates in the development of plans and processes to assist the agency with the preparation for continuity events.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience:
GS-09: You must have one (1) year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as Program Analyst performing the following duties: assists in emergency planning; assist in maintenance of databases and/or resource requirements; researches solutions to complex and routine problems; aids coordinating support for current operations, contingencies and crisis actions ;assists in the planning, development, and implementation of procedures for current and emerging events; supports the collaboration with other emergency officials during events; proficient in disseminating information both written and spoken.
Time-in-Grade Requirements:
GS-09: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-07 is required to be eligible for the GS-09 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of Education for Experience :
GS-09: A master's or equivalent graduate degree;
OR 2 full years of progressively higher-level graduate education leading to such a degree;
OR LL.B. or J.D., if related;

Combination of Education and Specialized Experience may be substituted for experience in the following:
You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.)
