Duties
You will Support NAVWAR HQ Contracting Officers in pre and post contract award activities. Determine organizational structure, budgetary and personnel requirements.
You will Develop and implement policies and procedures in support of program strategic goals and initiatives, and provide input into the IT budget management process including formulations, execution, and other administrative support.
You will Be responsible for coordination and development of IT Strategic and Operational planning documents in support of program goals and objectives.
You will prepare and update Statements of Work (SOW) for area of responsibility, and oversee SOW preparations by project and account managers within their purview.
You will Coordinate closely with the PEO for all phases of programming, planning, etc. to ensure programmed funds are committed, utilized timely to match command mission goals and objectives.
You will serve as the Assistant Program Manager, Contracts Administration in the Program Executive Office, Manpower, Logistics and Business Solutions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of Administrative and Management experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing, coordinating, directing and managing the full range of contract administration and oversight functions with an emphasis on the efficient and effective application of contracting and business principles, concepts, and methods as they relate to Information Technology (IT) programs.
