You will serve as a SUPERVISORY PROGRAM ANALYST (WORKFORCE DEVELOPMENT) in the Workforce Development and Management Group (Code 1572), Workforce Development and Design Division (Code 1570), Naval Shipyard Support Office (Code 1500), of NORFOLK NAVAL SHIPYARD.
Your duty station will be the Washington Navy Yard in Washington, DC.
Duties
You will serve as the Shipyard Workforce Development Corporate Manager.
You will be responsible for continuous oversight of shipyard production resource, qualification, education, retention, and training and has considerable impact on the manner and ability in which the Shipyards provide services to the Navy.
You will exercise a wide range of supervisory, administrative and technical responsibilities over a workforce in SEA 04X.
You will evaluate the impact of proposed policy changes and advises on the benefits and disadvantages of implementation.
You will participate in conferences and meetings regarding the establishment, integration, and standardization of
corporate production, workforce skills practices, serving as an authoritative consultant.
You will utilize knowledge and understanding of performance and control system techniques.
You will utilize knowledge of the Shipyard organization, operations, communication channels, policies, practices and functions of various departments.
You will utilize knowledge of military and command structure, missions, goals and objectives.
You will utilize experience with analytical and evaluative methods as well as thorough knowledge of regulatory requirements affecting Navy programs used to plan, estimate and execute complex, multi-year programs.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Demonstrating comprehensive knowledge and mastery of concepts, principles and practices of ship repair planning, work execution and performance monitoring to serve as an authority on skills, qualifications and knowledge required in the naval maintenance community.
Demonstrating knowledge of Advanced Industrial Management (AIM), Critical Path Method (CPM) Analysis, Performance Measurement & Control System (PMC), regulations concerning costing and other programs to evaluate the performance of projects and improvement methodology.
Utilizing experience with shipyard nuclear and non-nuclear production trades operations, production planning and control, ship systems engineering, ship systems testing, material management, equipment, facilities, schedule control, quality control, cost control and safety procedures.
Directing multi-activity teams in advanced analysis and statistical methods to monitor, organize, and delegate tasks performed by a diverse multi-organizational team.
Overseeing the administration and management of programs for alteration and repair of naval ships and contractor-government relations as applied to navy shipyard management, maintenance and improvement.
