You will serve as a MANAGEMENT and PROGRAM ANALYST of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will review and evaluate completed staff actions (memos, correspondence, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, etc.
You will analyze work processes, and studies and evaluates program operations; identifies problems, inefficiencies, and potential improvements; and develops options/recommendations for solutions.
You will identify problem areas within the administrative processes, makes recommendations, and assesses and revises policies and procedures to resolve issues and find ways to improve quality,
You will prepare final reports that include narratives and statistical evaluations, conclusions, and recommendations.
You will plan, schedule and perform projects concerning databases, information storage and file transfer concerning Directorate programs and operations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with management theories, concepts, principles, methods, processes, practices and techniques to recognize, define and analyze management problems and opportunities, specify options for improvement, make recommendations and help implement solutions.
Skill in operating a computer and modern office suite software to communicate, word process, record, calculate, prepare presentations, etc.
Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by establishing and maintaining effective working relationships, and working successfully, with officials, managers-supervisors, key staff, co-workers and others.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with oral communication to understand verbal information (including instructions, descriptions and ideas), and to express such information verbally so that others will understand and be convinced or persuaded.
Experience with problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem.
Experience with program performance analysis/evaluation concepts, principles, methods, processes, practices and techniques sufficient to recognize, define and analyze programmatic problems and opportunities, specify options for improvement, make recommendations and help implement solutions.
Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by establishing and maintaining effective working relationships, and working successfully, with officials, managers-supervisors, key staff, co-workers and others.
