Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
Duties
Plans and conducts financial management research, reviews, studies and analysis which involve financial management policies, procedures, processes, systems and implications as it relates to customer-focused improvements, initiatives and projects.
Assesses financial and customer risk to develop financial and customer strategies and determines the effectiveness of internal controls, integrity of financial information, and impacts on internal and external customers.
Conducts organizational studies of internal financial management and/or accounting operations to ensure adequacy of financial-based customer service processes, policies and procedures, conformance with policies and directives.
Reviews and analyzes financial metrics and reports identifying problems and discrepancies and determines if adjustments or corrections are required and prepares recurring reports, statements, and supporting justifications.
Provides technical advice to staff members in determining courses of action on various financial management and customer-focused matters and identifies desirable financial management data and analysis appropriate for any situation.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

FOR ENTRY AT THE GS-11 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing financial analysis to recommend process improvements; analyze the impact of applicable financial laws and regulations and recommend changes to maintain compliance in work processes.
FOR ENTRY AT THE GS-12 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing financial analysis and evaluation of financial policies, procedures, and regulations; compiling financial data and ensuring accuracy as it pertains to financial legislation and operational policies and procedures to ensure the continuity of a financial organization's business operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
FOR ENTRY AT THE GS-11 LEVEL:
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
FOR ENTRY AT THE GS-12 LEVEL:
Education is not substitutable for specialized experience at and above the GS-12 grade level
