About the Position: This position is located in the Directorate of Family Morale Welfare & Recreation, Army Community Services Division, Fort Liberty, North Carolina.
Duties
Serve as Supervisory Financial Readiness Manager with full authority to plan, organize, direct, staff, carry out, review, and evaluate the overall operation of the Army Community Services (ACS) Garrison Financial Readiness Programs.
Develop and administer plans and procedures to provide for continuing and aggressive financial planning and emergency assistance programs for the military community.
Develop the designated annual operating budget for appropriated and non-appropriated funds.
Review, approve, modify or reject changes to functions, structure, staffing, policies and budgets proposed by program/activity managers.
Establish and maintain internal controls to ensure that personnel and funds are used in accordance with governing regulations.
Coordinate the implementation of plans to meet ACS goals and objectives with program/activity supervisors and stay postured for ACS certification.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes providing guidance in meeting personal and family financial problems beyond the scope of their own resources; developing and implementing a prevention education program for communities to address personal financial readiness, money management, and consumer affairs; and conducting training and briefings to assist supervisory personnel in recognizing the nature of financial problems for the community. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
In addition to meeting the above specialized experience, you must possess the below certification:
Certification: Must be certified as an Accredited Financial Counselor (AFC) by the Association for Financial Counseling and Planning Education.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
