Duties
As a Management and Program Analyst, this position Serves for new and established projects, programs and systems related to waterways management (WWM). Develops and establishes guidance for carrying out WWM and marine spatial planning functions and effects. Manages the safety of navigation, assists in action plan development for strategic priorities, targets improvements in both effectiveness and efficiency of priorities and objectives related to WWM, marine planning, and navigation safety.

- This position requires a Secret clearance.
Qualifications
AT THE GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include:
Experience analyzing and measuring the effectiveness and efficiency of operational, administrative and technical programs;
Experience drafting standard operating procedures;
Experience presenting information to high-level agency/organization officials; and
Experience leading and/or managing an administrative support staff.
Federal Agency experience managing/directing civilian HR specialist activities to include recruitment, performance, retirement, awards, overtime/comp time
