This position is located in the Financial Management Division (FMD), Department of Department of Administration and Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band MC-3B/3A which is generally equal to GS-14/15.

Duties

The Associate Director/Director of Program Finance reports to the Senior Director of Corporate Budget Management on all matters related to overseeing FMD program financial support which includes the budgeting and execution of the grant funding under MCC's compacts and threshold programs and will perform the following duties and responsibilities: Works closely with colleagues in the budget and accounting, program and management, on providing technical expertise and matters pertaining to the oversight of program funds. Serves as the agency expert on program budgeting and financial management issues and activities. Ensures appropriated funds are properly planned, budgeted, obligated, expended, and reported for MCC's compact development funds, compact assistance programs, and threshold programs. Provides estimates for annual apportionment levels, obligations, and outlays of program funding. Ensures strategic integration between program status and milestones with budget and planning including providing management with financial analyses. Provides analyses in support of MCC's budget formulation processes and preparation of out-year budget submissions to the Office of Management and Budget and the Congress, specifically focused on programmatic grants. Ensures all funding is properly obligated and committed in accordance with signed grant agreements; available for disbursement in alignment with quarterly disbursement authority; reconciled monthly; and deobligated in a timely manner. Represents FMD in agency-level steering committees and working groups to develop and improve business processes, automated systems, and reporting in relation to program funds. Coordinates MCC's responses to OMB data calls and other required inter-agency reporting related to program funding, ensuring sound and consistent methodology, working closely with program offices on data collection efforts that support reporting requirements. Collaborates on and formulates policies and operational procedures regarding the financial management of MCC's compact, threshold, and compact development grants. Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal employment opportunity. Qualifications

To qualify for pay band 3B, applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; serving as a technical resource on program budgeting and financial management issues; ensuring that appropriated funds are properly planned, budgeted, obligated, expended, and reported; experience with financial systems, data integration, documentation, and testing; and developing, writing, and reviewing policy documentation, procedural guidance, operational procedures, process manuals, etc. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 3A, applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; serving as a technical expert, resource and advisor to management officials and staff on program budgeting and financial management issues; ensuring that appropriated funds are properly planned, budgeted, obligated, expended, and reported; experience with financial systems, data integration, documentation, and testing; developing, writing, and reviewing policy documentation, procedural guidance, operational procedures, process manuals, etc.; and serving as a liaison with senior officials, and other government agency staff in order to coordinate, explain and present budget information. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4A or GS-13 to be eligible for pay band 3B. You must have one year of Federal service equivalent to pay band 3B or GS-14 to be eligible for pay band 3A.
