Duties
Provides advice and assistance in the formulation and implementation of policies, programs and operations in connection with all aspects of the armory and institution security features. Evaluates restraint and security equipment and assists in the preparation of instructions outlining the conditions for use of same. Evaluates the effectiveness of controls designed to meet security requirements, such as escape, riot and civil disturbance plans; key control, tool control and inmate accountability systems; prisoner movements, Control Center Operations, tower coverage, work details and all other operations relevant to institutional security. Develops the Strategic Plan for the region’s Armories and Lock Shops; identifies security related objectives to be accomplished for the current fiscal year. Develops testing and evaluation protocols for devices and equipment under consideration for procurement, and manages the evaluation process after installation.

Qualifications
To be considered for the position, you must meet the following qualifications requirements. Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11:
Experience in the theories, principles, practices and techniques of locks and locking devices to inspect, audit and design locks and locking devices for any application at a local institution.
Experience in developing local policy and procedures pertaining to locksmith, armory, and security functions; evaluating security programs and physical security at a local facility by utilizing Technical Design Guidelines, blueprints, and schematic drawings.
Experience providing training or evaluation for programs, policies, and guidelines pertaining to lock shop and armory procedures at a local level.
GS-12:
Experience in the theories, principles, practices and techniques of locks and locking devices to inspect, audit and design locks and locking devices for any application in a complex organization at a multitude of locations.
Experience in developing national or regional policy and procedures pertaining to locksmith, armory, and security functions; evaluating security programs and physical security at a wide range of facilities by utilizing Technical Design Guidelines, blueprints, and schematic drawings.
Experience providing training or evaluation for programs, policies, and guidelines pertaining to lock shop and armory procedures for a wide range of installations to include National, Regional, and local organizations.
OR Combination of Education & Experience: GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position, as described above. If applicable, credit will be given for paid and unpaid experience.
