About the Position: This is a Program Manager, GS-0340-14 position with the U.S. Army Corps of Engineers (USACE), Southwestern Division (SWD), Fort Worth District, Programs and Project Management Division (PPMD) located in Fort Worth, TX. **NOTE: See Qualifications section below regarding who is eligible to apply.** **NOTE: A recruitment incentive up to 25% of the base salary may be authorized for this position.**

Duties

Serves as Senior Program Manager for assigned USACE Designated "Mega Project" or Department of Defense identified mission critical projects. Manages a variety of special, one-of-a-kind regional-wide programs/projects, including Modified Central City Floodway, critical to the accomplishment of the USACE and Southwestern Division mission. Leads the Project Leadership Team for a Mega project or program, which is part of a three-tiered governance structure recognized and supported by the entire vertical team. Leads a multi-disciplinary project team in developing project schedules, budgets, manpower needs, and milestones for programming and project management purposes. Oversees the development of all program specific Project Management Plans (PMP) to assure optimum product schedule, cost, scope, acquisition plan, budget and quality through a risk informed planning process. Conducts periodic visits to the field to provide on-site guidance, advice, and line item review of program segments and projects with District, local, state and federal agencies. Participates in conferences/briefings with the Executive Leadership Team and the Senior Executive Board. Plan and assigns work to be accomplished by other project team managers based on priorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) managing a large program comprised of multi-year civil works or similar reimbursable horizontal or vertical projects that included at least two of these phases: planning, design or construction; AND 2) leading federal, non-federal or Congressional meetings to discuss program policies and facilitate resolution of project issues; AND 3) ensuring projects follow established project delivery processes; AND 4) developing project specific project management plans (i.e. including schedule, costs, scope, acquisition planning, quality and risk management). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
