You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Energetics Manufacturing Department (M), Manufacturing Project Office (MP), Execution Team (MPE) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The N-4 pay band encompasses positions equivalent to GS-11 and GS-12. This vacancy is being used to recruit for two-grade interval position.

Duties

You will serve as a Logistics Contracting Officer's Representative (COR) responsible for assisting customers in the development of contracts based on technical input. You will develop and coordinate the contracting strategy with a contract specialist, the technical specialist, program office, and financial office personnel. You will develop generating Justifications and Authorizations (J and A) for other than Open Competition, the Statement of Work (SOW), Determination and Findings (D and F), and other documentation or approvals to support the contracting process. You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will serve as liaison with the contracting office, resolve contractual issues during contract performance, verify funding is applied to contracts, ensure adequate contract performance, and review and approve invoices for payment. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative techniques to validate contract proposals or procurement initiatives to ensure regulatory compliance in the delivery of products and services. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

-Successful completion of a Ph.D. or equivalent doctoral degree.

OR

-Successful completion of three full years of progressively higher level graduate education leading to such a degree.

OR

-A combination of experience and graduate education as described above that equates to one year of experience.
