About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center Fort Cavazos, TX.
Duties
Serve as an Alternate Information System Security Managers and senior analyst in the Cyber Security Risk Management Branch of the Cyber Security Division for the Fort Cavazos Network Enterprise Center.
Support the Installation Information Systems Security Manager, Cyber Security Division Chief and the Cyber Security Risk Management Branch Chief in assessing the effectiveness of the Fort Cavazos Cyber Security program.
Provide Cyber Security advice, guidance, and assistance to develop and implement Information Assurance Standard Operating Procedures for the installation.
Participate in Fort Cavazos Network Enterprise Center Information Assurance working groups interpreting Department of Defense, Department of the Army, Army Cyber Command, and Network Enterprise Technology Command Cyber Security policy.
Guide Fort Cavazos Cyber Security and tenant activity personnel in the analysis of unique problems to develop new and improved Cyber Security techniques and methods to support the mission.
Disseminate approved directives and implementing instructions to support the Fort Cavazos Installation Cyber Security Manager in the implementation of the Fort Cavazos Network Enterprise Center Cyber Security Program.
Provide advice and assistance in the preparation of Risk Management Framework, Command Cyber Readiness Inspections and security Standard Operating Procedures and implement security measures prescribed by higher headquarters directives.
Monitor the DoD Information Assurance Certification and Accreditation Program/Risk Management Framework program through annual reviews and audits of applicable DoD 8500.2 Information Assurance Controls.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program.
- Incumbent must be able to obtain and maintain certifications per DoD Directive 8140.03-M and AR25-2 at the IAM Level II and IAT Level II within six months of being assigned.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- May be required to perform 24 x 7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.
- Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
- This position is a Testing Designated Position {TDP) subject to applicant testing and random drug testing IAW AR600-85.
- Work may require travel away from the normal duty station on an infrequent basis up to 10% of the time.
- Incumbent is required to obtain and maintain a valid state driver's license and any installation and/or DoD license required for the type of vehicle being driven.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by reviewing higher echelon guidance/regulations to develop local information security policies and implementing procedures (i.e. Risk Management Framework, Cyber Readiness Inspection and other security/Information Assurance program information); analyzing cyber security changes to determine risk management framework package update requirements; providing advisory services to ensure organization programs meet cyber readiness inspection requirements; and analyzing cyber security events to evaluate program effectiveness/determine changes in response techniques/procedures.
My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
