About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
This position is with the 7th Signal Command, 106th Signal Brigade located in Fort Cavazos, Texas.
Duties
Develops, implements, interprets, and maintains policies, guidance, plans and programs, objectives, procedures, standards, and criteria appropriate to manage an overall command Cybersecurity program.
Conducts risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
Plans for the accomplishment of all Cybersecurity functions for assigned area, to assure efficient and expeditious accomplishment,
Establishes IMandT cybersecurity objectives and assigns responsibilities for accomplishing specific projects. Interprets and advises subordinates relative to new or revised policies, procedures, methods, and techniques.
Serves as a technical expert with responsibility for providing advice and assistance on all Cybersecurity matters inside/outside the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program,
- dated 15 Feb 2023 or updated version and/or additional guidance.
- Incumbent must be able to obtain and maintain a Top Secret security clearance with T5 Investigation. Position Sensitivity: Critical-Sensitive (3) position under the provision of DOD Directive 5200.2R and AR 380-67.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA form 5019-R, and/or DA form 7412 "Condition of employment for certain civilian positions identified as critical
- under the drug abuse testing program," or a Memorandum of Understanding (MOU). As a condition of employment, the incumbent shall be subject to periodic and random urinalysis drug testing. Detection of drug usage
- through confirmed positive urinalysis test results might be cause for a determination that the incumbent has failed to meet the conditions necessary for continued employment in this position.
- Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position (Information Assurance Management Level II) as outlined in DoD Publication 8570.01-M
- Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 3, 24 January 2012). Personnel assigned to this position must obtain the appropriate certification within six months
- of being assigned. Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
- In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- Temporary Duty Travel (TDY) is required approximately 20% of the time. Travel may be required to attend training, conferences, and other mission requirements.
- Incumbent is required to obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Specialized experience would be demonstrated by: Advising management and providing guidance on Cybersecurity practices; Reviewing, analyzing, and evaluating systems to determine compromises and system status; Reviewing cybersecurity regulations and budgets; Prepare short and long-range planning guidance to present results to management and higher-level staff members.
You will be evaluated on the basis of your level of competency in the following areas:
