About the Position: Position is located at US Army Test & Evaluation Command, US Army Operational Test Command, G6, Cybersecurity Div, Fort Cavazos, TX.
Duties
Formulate Cybersecurity policy, guidance, establish organization-wide Cybersecurity management structure and Cybersecurity business processes, procedures and practices.
Establish and manage the organization Cybersecurity Program.
Serve as the Information Systems Security Manager with authority to protect all Information Technology (IT) assets, systems, networks, data, and information.
Conduct Information Technology policy development and interpretation.
Designated the organization’s functional proponent for the Information Assurance Vulnerabilities Alert (IAVA) system, and reports IAVA compliance.
Administer and monitor implementation of the Risk Management Framework (RMF).
Implement elements of the Communications Security (COMSEC) program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-secret SCI security clearance through the duration of your employment.
- The incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position requires the employee to occasionally travel away from the normal duty station up to 25% of the time.
- Position designated for a “mission-critical emergency employee” for Continuity of Government Operations (coop).
- Information Assurance (IA) certification and computing environment certifications.

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to meeting the basic education requirement(s) above, to qualify for this position you must also meet the qualification requirements listed below: (Used if Positive Education required)
Specialized Experience: One year of specialized experience which includes (1) experience performing as an Information Systems Security Manager (ISSM) protecting Information Technology (IT) assets such as systems, networks, data and information; 2)experience administering the Risk Management Framework process for compliance with standards; 3) experience creating Cybersecurity management structure and business processes, procedures and/or practices and; 4) experience managing Communications Security (COMSEC) programs and/or initiatives to include Key Management Infrastructure (KMI) administration for a command level organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
