You will serve as a PROGRAM ANALYST in the International Fleet Program Office (PMS 326), Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT. You will develop and implement agreements with Foreign Navies for providing materials, technical assistance, and management services in support of construction, modernization, overhaul, and maintenance of ships and associated shore facilities.

Duties

You will serve as the PMS 326 Operations Manager (OPS) reporting directly to the Deputy Program Manager (DPM) and provide management support for the International Fleet Support program office. You will be responsible for operation and execution of Program Management activities; interfacing with NAVSEA leadership, coordinating actions required to support partner activities and agencies. You will use analytical and managerial skills and techniques, to include the Microsoft Office suite of tools, to develop, interpret, and implement programmatic strategy, policy, and plans in support of overall program execution. You will lead technical analysis of the program and prepare responses to inquiries concerning various aspects of the program. You will evaluate program initiatives and coordinate with project managers, budget financial managers, contracting officers, and other program officials to achieve mission goals and objectives. You will research DoD, DON, Security Cooperation, and NAVSEA regulations / policies to determine appropriate policy guidance and procedures to complete current projects, closeout taskers, and resolve issues. You will organize and manage data to support formal and informal presentations, including but not limited to acquisition and program reviews. You will establish processes to track, approve and deliver daily, weekly, and monthly products to meet timelines. You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas and exercise significant judgment and experience to establish priorities.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing studies to analyze, validate, or present data supporting the acquisition of systems, allocation of resources, or logistical planning for acquisition or sustainment program offices.
