You will serve as a MANAGEMENT AND PROGRAM ANALYST for PDC11 under the Planning, Design and Construction Directorate with NAVFAC NORTHWEST.

Duties

You will develop statistical criteria to measure program accomplishments. You will recommend ways to improve program financial execution effectiveness or efficiency. You will analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints. You will compile information needed to complete reports recommending improvements to program operations. You will track metrics or performance indicators to assess production process efficiency.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing program and financial planning justification and documentation for current and future federal budget submissions; 2) Identifying and conducting special studies to resolve variances or solve complex problems, to include personnel tracking and training/credentialing, etc.; 3) Providing management with documents and data for data calls; and 4) Interpreting and implementing new or revised budget regulations from various sources and prepare instructions.
