Duties
The primary purpose of this position is: To serve as Global Force Management and Joint Force Deployment Element Lead in the Air Force Forces (AFFOR) Cell for planning, scenario development, and execution of operational level warfare command and control exercises and experiments for the purpose of supporting Geographic Combatant Command, (GCC/COCOM), and Air Force Component level Major Command (MAJCOM) and Numbered Air Force (NAF) programs and exercises to train the Joint Force Air Component Commander (JFACC), and Commander Air Force Forces
(COMAFFOR) staffs.
Implements, plans, organizes and oversees the activities of Global Force Management/Joint Force Deployment Element.
Coordinates actions and directs augmentee personnel to meet training audience requirements during exercise planning, and training audience Crisis Action Planning (CAP) and execution.
Applies military operations experience to analyze, develop, coordinate, and evaluate issues and recommends development of solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in MAJCOM programs.
Documents planning and programming decisions in appropriate formats to meet DoD, Joint Staff, Combatant Command, Air Force and MAJCOM training requirements.
Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- The employee is required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments. The employee must be able to obtain and retain a US Government official passport.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Employee must be able to obtain and maintain a top secret security clearance as a condition of employment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes in-depth knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of constructive training programs in support of personnel readiness to conduct major military operations such as war, mobilization, deployment, exercise, Special Operations, command and control, or similar operations; in-depth knowledge of the various command entities involved in overall planning and execution of military operations and evaluations and the ability to convey advanced concepts and implement technical procedures in support of operational- level command and control exercises.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of the application of military operations expertise as it applies to assigned programs, operations, weapon systems, logistics support and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, Special Operations, command and control, or similar operations.
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of exercise training programs.
Ability to plan and execute various exercise mission specialties in support of joint task forces, land, sea and air component objectives and ground, naval and aero maneuver forces.
Skill to communicate effectively both orally and in writing as an instructor and professional exercise controller training mid to senior-level military commanders and their staffs. Ability to negotiate complex issues and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
