Duties
Serves as Senior Analyst responsible for performing non-engineering analyst duties that support Process Management Support Divisions (G5-A) and major G5-A programs consisting of the Audit Support, Audit Remediation, and Risk Management programs.
Serve as Senior Analyst that support the programs of Chief of Staff (CoS) portfolio and DLA Installation Management (DM) business process cycles: Acquire to Retire (A2R), consisting of the General Equipment (GE) --
-- Real Property (RP), Leases, Sustainment Restoration and Modernization (SRM), and Military Construction (MILCON) sub-process areas; Environmental and Disposal Liabilities (E DL); and Enterprise Risk Management.
Conducts broad research and analysis into the issues and initiatives developed to explore alternatives and concepts for the recommendation of a resolution strategy.
Takes staff action on problems, resolves difficulties, makes decisions, and provides briefings to management on problems of significant importance.
Manages resources, provides training support, develops performance metrics, tracks program milestones/suspense, conducts standardization initiatives, updates policies, and streamlines processes to support program goals and leverage resources.

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of organizational management as applied to the management of large, complex organizations, administrative management, organizational routines, administrative theories, principles, applicable policies, and concepts.
Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Comprehensive knowledge of policy and procedures concerning the OMB Circular A-123, GAO-14-704G (Green Book), Federal Managers Financial Integrity Act, DoD FIAR Guidance and related standards, responsibilities, requirements and functions of the Risk Management and Internal Control process to aid headquarter and field site activities in implementing the program and assessing its effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
