About the Position: This MANAGEMENT ANALYST position is assigned to PEO C3T, HUMAN RESOURCES DIVISION located in APG, MD.
This position is in the NH-02 broadband with an advertised pay range from the lowest equivalent GS-05 grade Step 1 to the highest equivalent GS-11 grade step 10 in the broadband.
Duties
Serves as an action officer in the PEO C3T HQ, Human Resources Office. Duties require the ability to plan, analyze, and review major human resources programs.
Provides direction, advice, and support for the Incentive Awards Program.
Develops internal instructional/operating guidance detailing procedures for submissions of awards and which incorporates the organization's guidance on parameters for awards.
Assists the organization's Permanent Change of Station Orders (PCS) program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Advising on a variety of human resource management policies, plans and procedures; 2) Utilizing multiple automated systems to track and monitor human resources information; and 3) Establishing internal quality control measures and/or checklists to verify accuracy of data to support successful awards administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
