You will serve as a SUPERVISORY PROGRAM ANALYST in the PRO-TO-PRO CELL DIVISION, HR SERVICE CENTER of MY NAVY CAREER CENTER.

Duties

You will serve as an advisor, analyst and technical expert on all matters pertaining to Navy military pay and personnel process modernization and integration. You will provide guidance for multiple pay and personnel programmatic areas to ensure all regulatory and procedural requirements are accounted for in pay/personnel systems specifications. You will analyze work processes, operations and programs to identify areas of concern and provide recommendations for program or process improvement. You will perform analytical analysis such as descriptive, exploratory, predictive and casual analysis in innovative ways to formulate recommendation for solving problems and resolving issues. You will perform a variety of management studies to resolve substantive operational issues, such as realignment of functions, staffing levels, workforce utilization, training, etc. You will plan and evaluate work, set priorities, assess future staffing needs and identify developmental and training needs for employees.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying a knowledge of quantitative and qualitative methods and techniques to develop complex program functions and/or missions; 2) Conducting assessments of program goals to provide basis for long range planning; 3) Advising senior level management on complex military pay and personnel issues in relation to overall organizational performance; and 4) Utilizing pay and personnel information systems/technology hardware and software to provide management support and improve operations.
