The primary purpose of this position is to serve as a Management Specialist, applying statistical analysis, information system knowledge, organization, and command annual maintenance analysis. Scheduling of awards program knowledge, to analyze maintenance, organize, and develop necessary policies/regulations, directives, and doctrine of assigned command programs.

Duties

Provides logistics management technical advice and guidance. Plans, schedules, and conducts logistics management projects and studies. As a Logistics Management Specialist advises on the technical aspects of aircraft maintenance analysis and maintenance scheduling issues. Conducts/leads studies. Provides technical advice and assistance on development and implementation of mission capabilities associated with critical aircraft maintenance processes and defining maintenance requirements. Analyzes and evaluates issues concerning the AMC maintenance information system to include requirements outlines. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistics management, planning, programming and maintenance analysis concepts, policies, principles, and practices; Knowledge of the logistics management mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities; knowledge of CAMS, IMDS and various command and control information systems; knowledge and skill in applying analytical and evaluative methods and techniques to logistics issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions); knowledge of pertinent laws, regulations, policies and precedents which affect the use of the logistics program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; knowledge and skill is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of plans and program effectiveness and/or aircraft maintenance productivity; knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions; Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating programs; knowledge of organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilization surveys of headquarters organizations and/or field installations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics management concepts, principles, practices, planning and programming, procedures, systems, and regulations applicable to a full range of logistics management to include aircraft maintenance procedures and policies, deployment planning and operations, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the section. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing issues and formulating solutions to complex problems. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
