Position is located in Interior Region 3, 4 and 5, in the Midwest Regional Office. This position serves as the Associate Regional Director for Administration, Partnerships, Communications and Information Technology (Administrative Officer).

Duties
Some of the duties you will perform include, but are not limited to:
Leading and supervising an array of administrative functions, including Information Technology, Internal Controls, Learning and Development, Property and Leasing, Credit Card, Partnerships, Communications/Legislative Affairs, River, Trails and Conservation Assistance (RTCA) and Natural Heritage Programs, providing overall guidance on program development, priorities and policies.
Serving as a key liaison to Washington based programs that service Regional and Park needs for Human Resources, Contracting, Financial Assistance and the Land and Water Conservation Fund Programs to ensure MWR perspectives, concerns and issues are addressed and centralized policies and procedures reflect the needs of the regions and parks.
Formulating, adopting, and implementing broad operating plans, programs, and policies.
Providing leadership in developing strategic plans and tactical approaches for administrative implementation of new policies and programs that are developed at the National Park Service (NPS), the Department of the Interior (DOI), or other levels.
Serving as an authority and expert for all Regional administrative activities and programs, providing authoritative advice and interpretation.
Area Information: The office is located near the Old Market District in downtown Omaha. Housing in the Omaha metropolitan area, which includes Council Bluffs, Iowa, is plentiful and moderately priced for rental or purchase. Public, private and parochial education opportunities abound. Colleges, universities, technical and business schools, hospitals, churches, and most other amenities are readily available. The mean temperature is 50 degrees, with 87 degrees being the average summer high and 16 degrees the average winter low. Various recreational opportunities are abundant in the area.
Qualifications
All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than -04/25/2024).
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-15 grade level, you must possess the following minimum qualifications by close of the announcement:
At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading the administration of a large, complex administrative program and budget involving an array of administrative tasks; including keeping an organization's revenue in balance, managing a large multi-disciplinary administrative support staff (including contracting human resources, information technology (IT, communications, radio), budget and financial management); independently orchestrating and performing administrative tasks in support of established requirements for procurement, property management, partnerships, legislative affairs or personnel; working as a member of a regional, national or large land management unit leadership team; serving as a principal advisor to executive management on a wide array of administrative functions (budget, IT, human resources, property and procurement management) analyzing and resolving problems. You will receive credit for all qualifying experience, including volunteer experience.
