Duties

This position is located Lewis and Clark National Historic Trail Headquarters in Omaha Nebraska. Lewis and Clark National Historic Trail (the Trail) was established by Congress in 1978 as a component of the National Trails System. The National Park Service administers the Trail in partnership with many Federal, State and local agencies, private organizations, and private landowners. This site commemorates the heroic expedition of the Corps of Discovery, led by Captains Meriwether Lewis and William Clark. Today the Trail follows that route as closely as possible and is approximately 4,600 miles long. The office is located near the Old Market District in downtown Omaha. Housing in the Omaha metropolitan area, which includes Council Bluffs, Iowa, is plentiful and moderately priced for rental or purchase. Public, private and parochial education opportunities abound. Colleges, universities, technical and business schools, hospitals, churches, and most other amenities are readily available. The mean temperature is 50 degrees, with 87 degrees being the average summer high and 16 degrees the average winter low. Various recreational opportunities are abundant in the area. As Administrative Officer, the incumbent provides critical assistance and support to the Superintendent by managing the daily administrative and business operations of the park. Incumbent provides the required expertise and skills necessary to perform budget and financial, human resources, acquisition, contracting and financial agreements, information, and property management. Advisory services to the Superintendent, the supervisors, and the employees of the park on matters of administration relating to their programs and on the principles of sound management Budget and financial management Human Resources management Acquisition, and property management Management and oversight of Contracts and Financial Agreements Information Management Administrative services (an array of services required to support the programs and staff of the park) Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.

Qualifications

All qualifications must be met by the closing date of this announcement-10/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters and managing contracts and financial agreements with a variety of partners and organizations. You must include hours per week worked. ICTAP/CTAP - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. You will receive credit for all qualifying experience, including volunteer experience.
