This position serves as an Administrative Officer in the Extended Care and Rehabilitation (ECR) service line at the Nebraska-Western Iowa Health Care System (NWIHCS), in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA), Omaha, NE. The primary purpose of this position is to function as the principle staff resource to the Chief of ECR (Chief) by performing work and providing guidance in Resource Management, Administrative Management, and Performance Improvement.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Resource Management Personnel Management - Responsible for providing administrative oversight of the Personnel Management program for the ECR service line - monitors the utilization of authorized ECR FTEEs, and identifies the short and long-term personnel needs of the service line in response to changes in program goals and objectives, budgetary constraints, and/or regulatory mandates. Financial Management - Acts independently on behalf of the Chief in directing the Financial Management of the ECR service line - responsible for development of the annual budget proposal for the ECR service line. He or she must forecast the budgetary needs for all ECR program operations-including the distinct budgets for the employee education and travel programs. Equipment Management - Acts independently on behalf of the Chief in directing the Equipment Management program for the ECR service line - responsible for the purchase of all equipment utilized by ECR programs. He or she must research and draft all required documentation, including SOWs, performance specifications, VA Form 6500.6, Market Research, Independent Government Cost Estimates, Recommended Source lists, and vendor quotes and brochures. Space Management - act independently on behalf of the Chief in directing the Space Management program for the ECR service line - responsible for securing adequate physical space for ECR program operations, both clinical and administrative. Administrative Management Serves as the primary ECR liaison to the Group Practice Manager's (GPM) office, and is accountable for providing oversight and coordination of all access related administrative functions within the service line. Performance Improvement Acts as a consultant to ECR program managers and supervisors in support of performance, quality, safety, and accreditory/regulatory improvement initiatives. He or she provides guidance and assistance to ECR program managers and supervisors in the planning, organization, coordination, and execution of such initiatives. Other related duties as assigned. Qualifications

To qualify for this position, you must meet the following criteria: Specialized Experience: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in Federal Service that includes overseeing the administrative functions of an office, organization, or program; analyzing data related to productivity and efficiency; developing the strategic plan and fiscal budget; and performing statistical analysis. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position. This education must have been obtained in an accredited college or university. (Transcripts Required) ~OR~ Combination of Experience and Education: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond 2 years) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
