This position is located in the Food and Drug Administration, Office of Regulatory Affairs, Office of Partnerships and Operational Policy, Office of Partnerships. Incumbent will perform a variety of highly complex program analysis assignments and studies where the employee applies qualitative and quantitative methods to the analysis and evaluation of both internal organizational program operations and line programs to determine their efficiency and effectiveness.
Duties
Independently plans, analyzes, and evaluates the efficiency and effectiveness of line health care, health regulatory, or human services program within Office of Partnerships and Policy.
Identifies and analyzes issues, problems, and challenges facing the program; formulates and evaluates choices for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership.
Develops new policies, procedures, and guidance materials or adapts existing guidance in response to new regulatory requirements and to promote efficiencies in program operations.
Responds to inquiries and provides advice, assistance and guidance to groups or individuals both within and outside of the immediate organization.
Represents the agency and the immediate organization on committees and workgroups and at conferences and meetings.
Serves as lead and prepares complex reports in response to requests from higher echelons in the Federal government.
Compiles and analyzes data which address issues such as workforce and productivity, management controls, and implementation plans in response to Executive Orders emanating from the White House and Congress.

Qualifications
The position of Program Analyst falls under the 0343 occupational series. To qualify for this position at grade GS-13, you must meet all requirements by 11:59 pm EST on 04/19/2024.
MINIMUM QUALIFICATIONS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
GS-13: You must have one (1) year of specialized experience equivalent to at least the GS-12 in the Federal service which includes planning, analyzing and conducting independent studies/surveys to determine effectiveness of current work process; applying quantitative or qualitative methods to the analysis and evaluation of program operation; independently recommending and negotiating changes or improvements; utilizing computer technology and project management software to track and present complex data concepts/findings.
