You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Product & Process Scale-Up & Manufacturing Technology Division (M4) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12.

Duties

You will provide consultant/analysis/organizational services to the Division Head and Branch Managers in M4 regarding manpower and personnel management, operations, IT/equipment, day to day operations, and coordination across the department. You will provide advice and coordinate M4 division hiring plan, TCHA and budget generation, awards administration, data analysis, workforce development, and workforce diversity. You will initiate and plan personnel actions such as recruitments, position changes, conversions, separations, and other personnel action on behalf of M4 division managers. You will organize and lead all efficiency initiatives across the division including digital signage, IT solutions, notifications, certifications, and division communication. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09 through GS-10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing business data to identify problems and recommend solutions for the improvement of administrative processes or procedures in support of program operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

-Ph.D. or equivalent doctoral degree

OR

-3 full years of progressively higher-level graduate education leading to such a degree.

OR

-LL.M., if related.

OR

-Havea combination of experience and graduate education as described above that equates to one year of experience.
