You will serve as an Administrative/Technical Specialist (Contracting Officer Representative) in the Deputy Corporate Operations branch of the Corporate Operations division of NAVSURFWARCEN IH DIV. NT-05 encompasses the GS-13/14 The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).

Duties

You will serve as a Contracting Officer Repersentative and performs duties as appointed per NAVSEA Instruction 4200.17 (series) in order to represent the contracting officer and to ensure proper execution of the assigned contract(s). You will provide proper and appropriate oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate with the contracting officer on a routine basis regarding contractor oversight and performance. You will maintain required documentation to support monitoring Contractor performance, including COR Status Report(s), formal correspondence, invoice/voucher substantiation, monitoring contract deliverables, and issuance of Technical Instructions. You will notify the contracting officer of any contractor performance issues and take corrective action as appropriate. You will document contractor performance on an annual basis. You will submit an annual assessment in the Contractor Performance Assessment Reporting System (CPARS) when/if required.

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Contracting Officer Representative functions (e.g. Defining requirements, providing cost estimates, performing oversight) to ensure financial and technical compliance of contract terms and conditions for an organization.
