You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the ENERGETICS MANUFACTURING DEPARTMENT DEPUTY (MB), ENERGETICS MANUFACTURING DIVISION (M) of NAVSURFWARCEN IH DIV.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).
The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will use Project Management knowledge, processes and tools to lead and manage diverse project teams necessary to propose, plan, execute, and close-out multiple complex Smart Arsenal tasks or projects.
You will compose and present project documentation (e.g. cost estimates/ proposals, project plans, schedules, spend plans, statements of work, etc.).
You will manage and track project planning and execution information using Microsoft Outlook, Word, Excel, PowerPoint, Project, SharePoint and Adobe Acrobat software.
You will manage and track project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures
You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers.
You will support a manufacturing organization.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- The incumbent is occasionally exposed to the hazard of ordnance manufacturing and explosive/propellant processing when checking status of Smart Arsenal projects and learning the top-level aspects of the direct execution of the projects they manage.
- You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-4 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating technical project operation requirements to develop, plan and execute project schedule, milestones and deliverables to improve efficiency and execution of program operations.
