Duties

SUMMARY CONT: GS-12 The primary purpose of this position is: To serve as a Human Resources Specialist at Headquarters, North American Aerospace Defense Command and United States Northern Command (NORAD & USNORTHCOM) providing expert management advisory service in a wide range of human resources management (HRM) areas. DUTIES: GS-11/12 Serves as a COCOM Human Resource Advisor performing staff assistant and management advisory services. Provides position management advisory services in dealing with difficult, complex, and often-controversial position management issues. Provides position classification services to NORAD and USNORTHCOM assigned organizations. Advises management officials and supervisors regarding the commands' multiple appraisal programs, systems, cycles, and monetary/non-monetary awards programs impacting every civilian employee within NOARD & USNORTHCOM and subordinate activities. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of, and skill in applying, a wide range of recruitment and placement concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies, position classification concepts, principles, and practices. Ability to provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Knowledge of, and skill in applying, a wide range of recruitment and placement concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies. Knowledge of all major functions of civilian human resources management to include mission, functions, processes, methods and procedures. Knowledge of and ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of recruitment processes and procedures. Knowledge and skill needed to conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field (HR MANAGEMENT) which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying the full range of position classification and position management principles, concepts, practices, and techniques sufficient to advise managers at a military combatant command in developing position descriptions. This knowledge and skill is also used to make fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions; communicate grade distinctions to management with supporting criteria and justifications; and relate position classification to the management process and other HR programs. Knowledge of, and skill in applying a wide range of HRM concepts, principles, laws, regulations, and practices sufficient to identify, evaluate, and integrate a wide range of considerations into problem solving efforts for managers and supervisors; and to provide management with flexible alternatives for problem resolution. Extensive knowledge of organizational structures and functions across the COCOM to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM, resources management, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives.??????? FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11/12 1. Knowledge of a wide range of federal Human Resources (HR) laws, rules, executive orders, case-law, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, staffing, classification, position management, affirmative employment, and employee performance management. 2. Knowledge and skill of human resources management automated information systems and database management to extract, organize, sort, and display a final product in an easily understandable format. 3. Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification; Knowledge of automated Civilian Personnel Management System tools, including associated Civilian Data Systems. 4. Knowledge of military organizational structures and its supporting elements and programs, missions, policies, goals, and philosophies. 5. Ability to perform in-depth research, gather facts and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems. 6. Ability to perform analytical and critical thinking skills to conduct reviews of critical factors and essential data elements of analysis. Ability to communicate effectively, both orally and in writing using correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence, reports, and present oral reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
