The primary purpose of this position is to serve as the Senior Position Management Analyst and Classifier for NORAD
and USNORTHCOM, providing expert management advisory service in position classification and position management.
Duties
Program Administrator and Subject Matter Expert (SME) for the NORAD and USNORTHCOM Classification Program.
Provides position Management and classification guidance advice and policy interpretation.
Conducts and/or leads studies and/or initiatives to improve position management programs and/or influence policy changes for assigned functional areas that typically involve long range, highly complex and often sensitive topics.
Provides advisory services to managers, supervisors and employees on classification and other personnel management programs and acts as the COCOM's classification liaison with other organizations.

- This is an internal announcement and is open to current, permanent, Air Force employees assigned to HQ NORAD and USNORTHCOM located within the local commuting area of Colorado Springs, CO only.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft in
accordance with Joint Travel Regulations in performance of temporary duty (TDY).

- Eligible for regular and recurring telework, not remote. This eligibility is separate and distinct from the employee’s eligibility.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative & Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced position management principles, concepts, practices, analytical methods, wide range of qualitative and quantitative techniques, and relationships of various HR disciplines and alternative workforce functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to
administer the NORAD and USNORTHCOM classification program.
2. Expert knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative
techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess
effectiveness, identify deficiencies, analyze trends, and make recommendations for improvements of position management
programs and the resolution of problems.
3. Knowledge of policies, procedures, methods, and business operations to develop, revise, and advise on Human
Resources classification programs to meet goals and objectives within available resources.
4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative
policies and procedures across the DoD, AF, and OPM to conduct studies, which are frequently ad hoc team efforts to
identify, Conducts, leads and/or participates in other HR program areas or special projects. Coordinates and completes
staffing actions within N&NC with appropriate DoD Offices. Conducts., leads and/or participates in studies to improve HR
programs. Maintains an ongoing collaboration with DoD, AFPC, AF, JS, and other COCOMs J1 to promote interchange of
information on requirements, capabilities, deficiencies and technology applications
5. Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization.
6. Skill in communicating both orally and in writing to provide seasoned consulting to operating managers and other
specialists; lead team studies, negotiate complex controversial issues; provide informational briefings to include options
and recommendations to high level management; and establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
