Duties
The United States Space Force (USSF) at Peterson Space Force Base (CO) is searching for Human Resources Specialist for HQ SpOC DCG-S/S1KC (NH-0201-03, GS-12/ 13 equivalent).
Description:
This position is located at Headquarters Space Operations Command (HQ SpOC) a United States Space Force (USSF) Field Command or Air Force Major Command equivalent level. This position is responsible for managing and evaluating assigned civilian personnel programs, providing expert civilian personnel technical guidance to senior leaders, commanders, supervisors, employees and SpOC Civilian Personnel Offices located at Buckley SFB, Peterson SFB and Schriever SFB, CO. They will also be involved in high level reorganizations, establishment of new units, overseeing the placement of overage employees and if needed, requesting Voluntary Separation Incentive Payment authority, Voluntary Early Retirement authority and/or Reduction or Adjustment in Force authority. The incumbent of this position will also need to become proficient on a number of alternative personnel and performance management systems including Acquisition Demonstration (AcqDemo), Defense Civilian Intelligence Personnel System and the Cyber Excepted Service. In 2025, SpOC plans to expand the coverage of AcqDemo to approximately 900 positions at Space Based Deltas 1 and 2. The incumbent of this position will have the opportunity to help converting SpOC units develop AcqDemo Position Requirement Documents (PRD), ensure the workforce receives required training and help AcqDemo pay pools with pay pool administration responsibilities and facilitation. The incumbent of this position will assist Directorate and select HQ SpOC offices develop position descriptions/PRDs, submit Requests for Personnel Action, provide recommendations to the Director on AcqDemo position upgrade requests, pay setting, 180-day waivers for retired military members, assist with pay pool administration responsibilities and pay pools. In addition, they may serve as a Human Capital Mission Partner to assigned Deltas providing strategic guidance on a wide range of Human Capital topics.
Ideal Candidate:
GS-12 or equivalent level experience in classification, staffing and employee/labor management relations in an installation level Civilian Personnel Office, MAJCOM/FLDCOM/COCOM A1/S1/J1or equivalent level or at the agency level in a 02XX occupational series. Excellent oral and written communication skills. Experience advising/briefing senior leaders, providing civilian personnel technical guidance and training. Experience in Microsoft Office (Word, Outlook and Excel), using the Defense Civilian Personnel Data System, Business Objects, MyPerformance, Performance Appraisal Application tool, CAS2Net, Compensation Workbench and/or Compensation Management System and Pay Pool Analysis Tool.
Key Skills and Abilities:
1. Knowledge of a of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs.
2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
4. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
- This position is eligible for telework 2-4 days a pay period.
