The primary purpose of this position is to serve as a Lead Human Resources Specialist (Military) at a combatant command (CCMD) supporting and managing the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) Canadian and U.S. military Workforce Service Personnel Readiness requirements and workforce integration programs.

Duties

Plans and implements the military strength personnel operations within HQs, NORAD and USNORTHCOM (N&NC) for Canadian military and U.S. Air Force, Space Force, Army, Navy, Marine, and Coast Guard service members. Serves as Team Leader.Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, work products and services. Conducts, leads, and/or participates in special initiatives, studies, and projects to improve military assignment programs and/or influence policy changes for the CCMD that typically involve long-range, highly complex, and often politically sensitive topics. Performs management advisory services on assigned programs for Air Force, Space Force, Army, Navy, Marine, and Coast Guard service members. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and subordinates and conducts or leads conferences as representative of the command.

Qualifications

Conditions of Employment Continued: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations CenterNorth (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. This position is subject to uncommon tours of duty, shift work, and overtime may be required. Incumbent may be required to drive to other installations to attend meetings and conferences. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military personnel concepts, policies, practices, analytical and diagnostic methods and techniques sufficient to solve a wide range of military personnel issues and sufficient to provide comprehensive management advisory and technical services on military personnel functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military personnel management concepts, regulations, requirement, policies, procedures and precedent, and related legislation sufficient to solve a wide range of routine to complex, interrelated human resources management problems. Knowledge and skill in applying and utilizing DOD HR automated (information) system(s) in support of military personnel readiness programs; and the ability to query and/or retrieve data for studies, projects, reports, briefings, etc. (i.e. Fourth Estate Manpower Tracking System (FMTS)). Knowledge of, and skill in applying military HR evaluation methods to analyze and assess data or facts, identify problems, report findings, make conclusions, recommend corrective or other appropriate actions, and to develop integrated solutions to difficult problems. Skill in problem solving and conflict resolution techniques sufficient to interact in highly charged, fast paced and demanding environment. Skill in written and oral communications to prepare correspondence, reports and briefings, and to present briefings and findings. Knowledge of military personnel readiness programs, principles, concepts, legal requirements, and methodology. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. Ability to inspire and foster team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals. Ability to lead, influence, motivate, and challenge team members; adapts leadership styles to a variety of situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
