The primary purpose of this position is: To serve as the deputy Air Combat Command (ACC) Chief Information Security Officer (CISO) providing management and oversight for the Cybersecurity program for ACC Sensitive Compartmented Information (SCI) and Intelligence, Surveillance, and Reconnaissance (ISR) systems.

Duties

DUTY 1: Manages the ACC Intelligence Community (IC) Cybersecurity program to ensure MAJCOM compliance with applicable IC, Department of Defense (DOD), and Cybersecurity directives. DUTY 2: Coordinates Assessment and Authorization (A&A) actions for ACC intelligence sites, networks, and systems. DUTY 3: Oversees Cybersecurity program for Langley IC site. DUTY 4: Collects, compiles and reports data from all ACC sites for the purpose of responding to AF IC and AFJWICS data calls, Federal Information Security Modernization Act (FISMA) quarterly and annual reporting, Tasking Orders (TaskOrd); and incident reports.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Comprehensive, practical knowledge of Cybersecurity policies and procedures to oversee systems/network certification an accreditation and skill in applying this knowledge to toe development of new methods, approaches, or procedures. Extensive knowledge in applying concepts, principles and practices associated with the technical aspects of the intelligence systems in order to provide advice and guidance on implementing policies, procedures, and countermeasures development and operation of intelligence networks and systems and to ensure policy procedures and guidelines are enforced. Knowledge of the Cybersecurity field including COMPUSEC, network security, Defense in Depth, Incident Response and Risk Management Framework. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of current and emerging Intelligence Community (IC) and AF Intelligence Surveillance and Reconnaissance (ISR) technologies, programs and systems. Knowledge of the Risk Management Framework (RMF) and associated Assessment and Authorization (A&), Authorization to Operate (ATO) and Authorization to Connect (ATC) processes. Knowledge of mission, roles, functions, organizational structures, and operation of Intelligence Community, DoD and Air Force organizations to provide command level staff guidance on various Information System Security issues. Knowledge of current industry methods for evaluating, implementing, and disseminating information technology (IT) security assessment, monitoring, detection, and remediation tools and procedures utilizing standards-based concepts and capabilities. Knowledge of national intelligence IT security certification/ accreditation standards and controls and IT security policies. Ability to analyze, develop, approve, and issue enterprise cybersecurity policies and ability to interpret and apply applicable laws, statues, regulatory documents and integrate into policy. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Information Assurance Certification is a condition of employment. Performance of information security as an inherent primary purpose for this position. The position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8700.01-M, the incumbent of this position must achieve the appropriate IA certification level III, within six months of assignments of these duties. A waiver of the six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
