This position is located within the Information Resource Management Branch (IRMB) within the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) and serves as the Chief Information Officer (CIO), providing advice and direction to the NICHD staff and senior management in order to achieve optimal utilization of state of-the-art computer resources and infrastructure.
Duties
Responsible for planning, coordinating, and directing the development, implementation and operation of NICHD's information technology infrastructure and systems in achieving programmatic goals of the Institute.
Provide direction for the complete life-cycle of systems including analysis, design, implementation, testing, documentation, installation, user training and support, maintenance, and security.
Consult with NICHD leadership on innovative methods and best practices to constantly improve the mission effectiveness of the organization.
Manage a staff of professional and technical employees who specialize in database design computer technology and information systems.
Serve as technical expert in developing solutions for complex problems.
Provide advice to NICHD leadership on software and procedural changes to insure data compatibility and system compatibility, integration, and integrity.
Requirements

Qualifications
In order to qualify for a Supervisory Information Technology Specialist, GS-2210-15 position you must have: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; and
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as, planning, developing, and implementing policies, programs, and procedures for cyber technology initiatives and programs; leading the development of long-term strategic plans related to cyber and information technology; interpreting policies, defining objectives, and making authoritative decisions regarding information security principles to meet organizational goals; preparing and presenting briefings to high level government and non-government offices to acquire approval and secure funding for mission critical cyber and information technology policy and resource allocation issues.
