You will serve as a MANAGER in the FLEET INSTALLATION, ENGINEERING & LOGISTICS DEPARTMENT of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will serve as the Division Business Financial Manager (BFM) supporting NIWC PACIFIC.
You will manage, coach, mentor, supervise and technically lead a team of 1.2 competency business financial personnel in a Navy Working Capital Fund (NWCF) environment.
You will demonstrate leadership abilities in the coordination and formulation of OMB A-11 budget submission, prepare manpower plans, revenue and expenses by cost elements, development of service center rates and carryover.
You will perform acquisition disciplines including developing strategies and performing financial analysis and forecasting to support various Acquisition Category (ACAT) Programs through all life cycle phases.
You will lead and coach a workforce in executing, analyzing, monitoring, and ensuring financial data, data analytical tools and resources are used in accordance with budgetary authority throughout the acquisition life cycle phases.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing duties with A11 budgets, procurement practices, monitoring Navy Working Capital Fund targets and guidelines.
