This position is located in the Executive Office of the President (EOP), Office of the Chief of Operations (OCOO), Campus Planning and Space Utilization Division (CPSU). The incumbent performs a wide variety of duties involving, construction and facilities projects for the Executive Office of the President Campus (EOPC).

Duties

As a Construction Operations and Facilities Project Manager, GS-1601-14, your typical work assignments may include the following: Oversees and coordinates assigned projects and construction work taking place in on campus facilities. Collaborates with stakeholders in the General Services Administration (GSA), National Park Service (NPS), United States Secret Service (USSS), White House Office of Management and Administration (M&A), White House Military Office (WHMO), White House Communications Agency (WHCA), and the Executive Residence (EXR) to support classified and non-classified programs (as it relates to the physical infrastructure). Leads OA coordination efforts to ensure stakeholder projects are executed in an efficient manner that factors in campus events and senior leader schedules. Provides inspection and recommendations of existing infrastructure and reviews proposals for pending renovations and expansion projects. Reviews project details to understand the execution plan, the impact of execution on the campus and EOPC personnel, the value of the design for the long-term utility and preservation of the EOPC. Develops comprehensive and detailed project plans including methodology, resource requirements, timeliness, priorities and budget impacts. Resolves problems or conflicts impeding progress, ensuring contractors and agency staffs work effectively as teams to complete projects in accordance with the agreed upon timelines. Provides detailed analysis of project progress, project close-out activities, and other activities relating to the project and makes appropriate recommendations to improve project delivery and expediting schedules.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • The agency requires 30 days on site before being eligible to participate in the telework program.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-14 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Leading, overseeing and planning long term construction projects; 2) Reviewing and evaluating project proposals and scope developed by architects and engineers and 3) Upgrading building electrical, heating, ventilation and air conditioning. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
