About the Position: Serve as a Program Budget Guidance (PBG) Command Manager and Headquarters Department of Army (HQDA) staff officer for designated Army Commands/Agencies with responsibility for applying data analytic techniques and methodologies to support the planning, programming, and allocation of manpower resources related to force structure, transformation, modernization, readiness, and reform initiatives associated with those Commands/Agencies.

Duties

Serve as Army expert for the development of the Manpower Addendum to the Program Budget Guidance (PBG) reflecting manpower decisions for the President's Budget (PB), Program Objective Memorandum (POM), and the Budget Estimate Submit (BES) cycles. Perform Program Budget Guidance (PBG) Command Manager functions for assigned commands/agencies. Ensure the Army's controlled program, military end strength, and civilian work years within a command are presented as resource guidance to the command in the PBG. Manage and continually maintain the integrity of manpower resources using data evaluations techniques contained in the Army's database of record (SAMAS). Participate, as an expert on programmed manpower in all phases of PPBE, with responsibility for evaluating the impact of proposed program and resource adjustments on mission accomplishment. Utilize data management procedures and tools to ensure resource alignment takes place during the Automated Transaction System (AUTS) process, with force structure managers, organizational integrators, document integrators and Command representatives.

  • Must be able to obtain and maintain a Secret Clearance.
  • This position may require temporary duty (TDY) travel up to 25% of the time.

GS-14 Specialized Experience: One year of specialized experience which includes Develop manpower and force structure policy within an organization; Conduct analysis of force structure decisions to advise on distribution of manpower to assigned units; and Provide technical advice to management and senior leaders on manpower allocation, manpower utilization, and organizational structure.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
