This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Cybersecurity & Related Positions (OPM) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Reports directly to the division chief and serves as second in command of the Program Budget Data Management Division. The deputy advises the division chief on organization, manning and operations, sharing responsibility for professional development and well-being.
Duties
Serves as a strategic leader for the agency and oversees the development, implementation, and management of all technological aspects within the organization.
Advise and assist the Army PAE senior leaders on improving service delivery, leveraging technology for innovative business practices/solutions, and integrating/leading significant enterprise-wide modernization efforts.
Assist the PBDMD Division Chief in the leadership of PAE’s technology strategy to ensure agency technology continuously improves upon the delivery of PAE business outcomes.
Ensure optimization of technology across the agency through the implementation of new, or maximizing existing, technologies that enable the PPBE business process to continually adapt, scale, and innovate.
Planning, Programming, Budgeting and Execution enterprise development.
Key expert working with the Director Program Analysis and Evaluation, the Financial Management and Comptroller, and the Chief Financial Officer.
Assists in leading the effort to shape a SAFE architecture that ensures programming functions are appropriately identified.
Provides specific database expertise to assist in the aforementioned efforts, including Data Center Migration support for and partner organization IT.
Oversee the architecture and engineering of solutions with modern technology stacks and scalable infrastructures, focused on performance, resilience, flexibility, and security.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Must be able to obtain and maintain a Top-Secret security clearance.
- You may be expected to travel up to 5% for this position.
- Financial Disclosure Statement OGE 450 is required.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R.
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing.

Specialized Experience: One year of specialized experience which includes senior level providing expert advice on major information technology architecture issues, assessing, recommending, and successfully implementing emerging technologies, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience interacting with government and non-government officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-14.
