The primary purpose of this position is to Provide supervisory and program analyst support overseeing multiple work areas for the development and fielding of Electronic Warfare Threat Change Detection/Analysis tools, Crowd Sourced Flight Data, Analysis tools, Modeling and Simulation, Live-Virtual-Constructive software tools for Distributed Mission Operations (DMO) and synthetic battlespace environments.
Duties
Plans, organizes, and directs the activities of 453d Electronic Warfare Squadron, ensuring squadron support functions comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and squadron support function objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Represents the 453d Electronic Warfare Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership.
Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long and short-range planning to enhance the squadron's support and administrative capabilities. The incumbent has responsibility for directing, integrating, and coordinating the collective efforts of a multi- disciplined staff of military, civilian, and/or contractors assigned to support and administrative programs.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision / Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and thorough understanding of Department of Defense (DoD) and Air Force doctrine, human resources and force management principles, concepts, laws, rules, and regulations governing military, federal civilian, and/or non-appropriated fund personnel management. This position requires the expertise in managing and delegating to individuals charged with implementing the 453 Electronic Warfare Squadron Commander's military and civilian personnel programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and thorough understanding of Department of Defense (DoD) and Air Force doctrine, human resources and force management principles, concepts, laws, rules, and regulations governing military, federal civilian, and/or non-appropriated fund personnel management.
2. Knowledge of manpower systems and organizational principles, practices, and requirements; substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes; and analytical and evaluative methods and techniques.
3. Knowledge, experience, and expertise in implementing and managing military and civilian personnel programs and processes at the DoD, AF and below levels.
4. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
6. Skill in organizing complex issues into decision points and gaining consensus among team members and groups on resolving controversial or unprecedented issues.
