The primary purpose of this position is to serve as the Deputy Director of Manpower and Personnel, one of the A-Staff Directorates at the AFIMSC, sharing with the Directorate Chief the full scope of responsibility for directing the activities of the Directorate and, in the chief's absence, possesses the same authority and prerogatives.

Duties

1. Works with the Director in planning, organizing, and overseeing the activities of the Directorate and serves as the primary advisor to the Center Commander on all manpower and personnel issues. 2. Exercises supervisory personnel management responsibilities. 3. Represents the Manpower and Personnel, Directorate with a variety of installation and functional area organizations. 4. Serves as a confidential advisor to the AFIMSC Commander, Vice-Commander, and Executive Director for matters related to Manpower and Personnel resources.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, IAW DoDI 3020-42, Defense Continuity Program.
  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to GS-13 grade level or equivalent in the Federal service. This specialized experience includes, but is not limited to developing and managing the centers policies, procedures, goals and objectives; providing overall direction and vision on a wide range of administrative issues; directing, coordinating, and overseeing work for all directorate personnel, both civilian and military; and researches and determines or recommends appropriate actions or interpretation of issues that impact the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Manpower and Personnel. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide Directorate-wide and Center level staff guidance on personnel management, EEO, safety and security regulations, practices, and procedures. 3. Skill to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
