The primary purpose of this position is to represents the 1-Star Commander of Air Force Installation Contracting Agency (AFICA) and serves as the Service Component (PACAF) Operational Contract Support (OCS) Planner.

Duties

1. The Planner provides senior level US military operational and logistics planning experience for the USPACOM and PACAF Area of Operations. Develops, directs, and oversees Operational Contract Support (OCS) processes and procedures in support of the USPACOM, PACAF and AFICA mission/vision. Principal advisor to Director of Contracting and senior (GO/FO/SES) leadership on OCS policies effecting Commands, subordinates, components, and other DOD Agencies and federal partners. 2. Primary focus is integrating OCS planning into USPACOM's and PACAF's command plans across all staff elements, the Range of Military Operations and Joint Capability Areas as well as providing lessons learned and best practices to HQ AFICA for use in other CCMD Areas of Responsibility 3. Initiates, develops, and recommends Operational Contract Support policies and procedures for the guidance and control of subordinate contracting activities 4. Leads the development of Contracting annexes and OCS inputs to US PACOM and PACAF exercise and wartime plans and provides planning best practices to HQ AFICA for use in other CCMD Areas of Responsibility.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. I have or will have within 120 days of the announcement closing at least one year of specialized experience at the GS-13 grade level or equivalent pay band in Federal Service. Examples of specialized experience include applying qualitative/quantitative analysis techniques and procedures to analyze work methods, provide advice/guidance and directly interfaces with higher level military officials; provide operational contract support planning processes; provides integration of contracted support into contingency plans to supplement organic logistics services in such areas as: deployment and distribution, supply, maintenance, troop services, engineering and installation support; ability to ensure contract oversight management is completed while contractor integration plans are developed and maintained. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy to contingency operations and planning operations and exercises. 2. Extensive knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. 3. Extensive knowledge of internal and external organization programs sufficient to conduct trend analysis and communicate this with the contracting office being reviewed. Ability to provide sufficient feedback on the issues and recommend courses of action to correct. 4. Extensive knowledge of acquisition reform implementation from research of statutes, emulation of commercial business practices and modification/improvement of existing techniques. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
