The primary purpose of this position is to serve as a Center Commander Senior Advisor for personnel and manpower for managerial and supervisory responsibility for assigned functions, providing Center level leadership in all areas of force management to include Civilian and Military personnel, Manpower, Education and Training and Organizational Health.
Duties
Plan, organize and oversees the activities of Personnel Directorate. Develop goals and objectives that integrate organization and human resources objectives. Establishes, revises and reviews policies, procedures, mission objectives, and organizational design for the staff as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate divisions; set and adjust short term priorities; and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
Exercises supervisory personnel management responsibilities. Directs, coordinates and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.
Represents the Personnel Directorate with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with employees and managers of all grades and ranks among the Air Force Installation and Mission Support Center, including Subordinate Detachments, and Primary Subordinate Units. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedure, and resolve significant problems that arise.
Serves as confidential advisor to the AFIMSC Commander, Vice Commander, and Executive Director for matters pertaining to human resources. Formulates and staffs alternative recommendations for the Command Section regarding such matters as strategic planning, sourcing and workforce shaping, program allocation and control, force and leadership development, workforce effectiveness, manpower and related POM development, and senior officer and civilian management.
Acts as the expert consultant for the Center on strategic human resource management planning. Represents the Center at meetings and conferences when an integrated HR viewpoint is required. In this capacity, the director participates and represents the Center at meetings and conferences related to those issues with other Centers, HQ AFMC, HQ USAF and other services when an inregrated human resources viewpoint is required.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have, within 120 days of closing of this announcement, at least one year of specialized experience at the GS-14 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience include: 1) Planning, coordinating, analyzing, and managing assigned programs 2) Develop goals and objectives that integrate organizational and human resources needs/ objectives. 3) Develop informed recommendations and provide cogent advice and guidance to senior Agency leaders. 4) Establish, revise and review policies/ procedures and mission objectives to promote positive mission accomplishment and eliminate work barriers or problems. 5) Exercises supervisory management responsibilities such as Oversees work, appraises performance, Explains performance expectations to subordinate supervisors and employees directly supervised and / or takes corrective action to employees as needed. 6) Expert Knowledge of human resources and force management principals, concepts, regulations and practices to resolve force management problems as needed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advanced management and organizational principles and practices to be used in conjunction with a comprehensive knowledge of human resources functions to develop and implement integrated approaches and solutions to substantive concerns and issues.
2. Expert knowledge of human resources and force management principles, concepts, regulations, and practices, analytical methods and techniques to resolve force management problems not susceptible to treatment by standard methods.
3. Knowledge of DoD, USAF, AFMC, and AFIMSC organizations, programs, missions, and functions to analyze and determine human resources plans, programs, and initiatives to support customers current and future requirements.
4. Knowledge of safety and security regulations, practices and procedures.
5. Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of an organization through subordinate supervisors.
6. Ability to organize, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but it is the best solution to achieve AFIMSC goals.
