The primary purpose of this position is to serve as subject matter expert representing personnel management processes and systems with responsibility for assessment, planning, organizing, and advising the Chief, Special Missions Division on technical and process-related aspects associated with program management and execution, resource management, systems development and implementation.

Duties

Conducts detailed analysis and identifies processes and systems associated with sensitive activities personnel management. Plans, organizes, and executes studies at strategic, operational and tactical levels of personnel policy and process execution. Advises on policies, procedures, and directives of higher-level management or headquarters activities. Ensures actions taken directly support the requirements and priorities as established by supervisor or other organizational personnel to effect mission accomplishment. Develops solutions and provides advice and assistance to Personnel, Finance, and Systems management officials regarding programs, policy and systems support required to effectively meet current and long-range goals and objectives. Issues and project assignments involve complex and expert analysis to identify gaps with interrelated programs in the Air Force DoD Personnel and Pay enterprise management systems. Represents AFRC/A3Q with a variety of Air Staff, Major Command, Combatant Command, and functional area organizations. Represents the Command with Headquarters Air Force, Department of Defense, and other Joint activities as a Subject Matter Expert on AFRC manpower and personnel policies, programs, processes and systems.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Critical Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices relating to personnel management, security matters, manpower management, and related management information systems; knowledge of DoD, National Security, and USAF organizations, policies, associated legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and security-sensitive situations in Civilian Personnel and Information Security arenas under varying degrees of management control. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices relating to personnel management, security matters, manpower management, and related management information systems; knowledge of DoD, National Security, and USAF organizations, policies, associated legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and security-sensitive situations in Civilian Personnel and Information Security arenas under varying degrees of management control. 2. Knowledge of common project management practices, procedures, regulations, precedents, and guidelines; knowledge of the methods and techniques of fact-finding, analysis and resolution of problems and the development of concrete action plans to solve problems and negotiate resolutions. 3. Skill in designing and conducting comprehensive analysis, project studies, and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations at an enterprise-wide program level. 4. Skill in planning, coordinating, and executing personnel actions and associated automated records transactions, and understanding AF and DoD automated human resources management and pay systems. 5. Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively, both verbally and written, understands and negotiates complex issues, and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
